The Santa Rosa City Council is rejecting a temporary ban on growing marijuana outdoors for personal use.  By a five-to-two vote yesterday, city leaders also rejected a compromise proposal to limit outdoor plants to two per household.  Council members questioned whether enough safety or nuisance issues existed to warrant emergency restrictions on pot gardens in the city.  However, they unanimously voted to ban outdoor commercial cultivation in the city.
