An independent state review is questioning Sonoma County’s preparedness to respond to the October wildfires. The head of the Office of Emergency Services was in Santa Rosa yesterday to discuss with local officials preliminary findings of a report due out soon. The report, which focused on county policy and procedures, found that the county was not prepared to alert residents of a major disaster in part because a warning system was not well coordinated between a number of local agencies. Also addressed was the fact that officials decided not to alert people via wireless warnings to their cellphones.
