A second attempt by State Senate GOP Leader Patricia Bates to try and close a loophole in voter-approved Prop 57, the Public Safety and Rehabilitation Act of 2016, is receiving very little support.
Derek Byers of the California Public Defenders Association agrees with members of the public safety committee, including Chairwoman Senator Nancy Skinner, who thinks Bates’ bill is premature.
