California is spending a fraction of federal dollars aimed at helping opioid addicts kick their habit. Last year, Congress sent the state 45-million dollars to help fight the opioid epidemic, but so far California has only spent four-million dollars. That ties the state with Arkansas for last place nationwide for the slowest spending of the opioid money in the first year. The state has two more years to spend the federal grant money so the funding isn’t lost.
