The Santa Rosa City Council says it may postpone a plan to charge people $5-dollars to park at Howarth Park until after the Nov. 2 election. As part of the plan backers were going to ask for approval to buy the parking stations needed to begin the controversial program. But now the council may delay the project, which was supposed to start Sept. 1, according to the Interim City Manager.
