Santa Rosa and Sonoma County are finally on the same page in annexing Roseland.
The cost-sharing agreement, which took more than two years to hammer out has everyone on the City Council excited, including Julie Combs, who says this is a legacy moment.
Previous efforts to incorporate Roseland ran up against funding issues. The county didn’t want to set a precedent of giving up a larger share of property taxes out of a concern that the city would demand the same in future annexations.
