GOP House Speaker Paul Ryan says the tools will soon be in place to repeal Obamacare.  In a news briefing, Ryan cited rising premiums and called repeal a “rescue mission.”  Ryan vowed that the process of repealing and replacing the healthcare law will be done in a careful, step-by-step fashion.  The Senate narrowly approved a complex budget resolution that paves the way for a repeal and the ball is now in the House’s court.
