Santa Rosa City Council has some tough subjects to tackle when it meets tonight: now that the new Courthouse Square is open for business, the council will talk about how handle crimes that may take place in the square: issues that most often come up involving the homeless population. Also on the docket tonight: whether the city of Santa Rosa should ban outdoor pot gardens. There could be an immediate 45-day ban on outdoor grows. Windsor and Sonoma have already done that, citing the smells and security risks of the gardens.
