Governor Brown is vetoing a bill that would have imposed a 100 dollar fine on people who purposely release mylar balloons into the air, arguing it’s bad public policy to criminalize the release of a balloon. The bill’s author, Assemblyman Bill Quirk, says the legislation is more about public education than penalties since mylar balloons can disrupt electrical service and touch off fires.
