A vocal and at times argumentative meeting at the Santa Rosa City Council last night: all about the issue of a more serious stance on what are called “quality of life” crimes: things like public drunkenness, urination and aggressive panhandling: the council wants to go back to charging those crimes as misdemeanors instead of infractions.
Homeless advocates were on hand to loudy disagree: many say the city’s policy may as well become “jail first”, instead of housing first.
