Bay Area transportation officials are proposing a toll for Highway 37 commuters.  The popular highway runs between Vallejo and Novato and is badly in need of repair.  A portion of the highway was shut down for weeks at a time last winter due to flooding and a U.C. Davis study found that the road will be completely underwater within the next 30 years.  Officials have eight months to put together a proposal and are holding a series of public meetings that kicked off last night to discuss options.
