A battle is brewing over a ballot initiative to give cities more control over the kinds of housing that can be rent controlled.
California Apartment Association spokesperson Debra Carlton says her organization opposes the initiative supported by a group collecting signatures funded by wealthy Los Angeles activist Michael Weinstein.
