Santa Rosa is set to discontinue the free downtown SMART shuttle bus service due to low ridership and high costs. The city council voted Tuesday to end the less than one-year-old service on March 1st. According to city data, average daily ridership was at about 20 people, while the average ride cost for the city was over 47 dollars per trip. The shuttle would need to carry five to eight riders per hour to be considered a success.
