Federal Court Weighs In Over Ticketing of Homeless

 

A recent federal court ruling over the ticketing of the homeless will impact California cities. Eve Garrow of the ACLU of Southern California agrees with the ruling, which upheld that ticketing the homeless if they have nowhere else to go qualifies as “cruel and unusual punishment.”

 

 

This week a federal court upheld its previous ruling from 2018 that cities cannot criminalize homeless people for sleeping outdoors unless the city provides enough alternative beds for the entire homeless population. The ruling applies to all western states.
