Santa Rosa’s newest city council member is a veteran city utilities board member. The City Council spent 11 hours yesterday figuring out who was going to fill the seat of former councilwoman Julie Combs, who resigned in November. The Council ultimately decided on 77-year-old Dick Dowd. Dowd, a 44-year resident of Santa Rosa, who had served on the Board of Public Utilities in Santa Rosa for 25 years and also serves as Chair of the Community Advisory Committee for Sonoma Clean Power. Dowd will serve out the rest of the one-year at large seat on the council before it shifts to a district-based seat.
