Police reform should come, at least in part, from within the African-American community.  According to Dr. Howard Henderson, director of the Center for Justice Research at Texas Southern University, civilian review boards should play a bigger role in creating a change.

Henderson also says there should be a national standard for police training, a requirement for officers to be college educated and a better method of screening potential officers.
