The Windsor Town Council has deadlocked again on filling an empty council seat. The council deadlocked at two votes each last night over whether to hold an election or appoint someone to a seat left vacant by Dominic Foppoli, who resigned as Mayor last month. The current Mayor Sam Salmon and newly appointed Vice Mayor Rosa Reynoza voted in favor of a special election. Council members Deb Fudge and Esther Lemus voted for seeking an appointment. The motion failed along the same lines as the prior vote, and the council will consider the question again on July 7th.
