Windsor Police Arrest Woman For Speeding and Grabbing Officer’s Groin Area

A driver in Windsor has been arrested for speeding and grabbing the groin area of an officer. On Tuesday afternoon, Windsor police got a call about a disturbance at the Starbucks in the Oliver’s Market Shopping Center. The suspect, later identified as 51-year-old Cecilie Lathrop of Geyserville, left before officers arrived and sped through the city going over 90 miles per hour. Officers caught up with the black Dodge Charger on Vinecrest Road east of Hembree Lane and pulled her over. She was arrested after she refused to get out of the vehicle and grabbed one of the officer’s groin area while she was handcuffed. Lathrop was arrested for reckless driving, battery on a police officer, and an outstanding arrest warrant for battery.
