The effects of another atmospheric river will slam the North Bay today. The National Weather Service is forecasting rain, high winds, and a chance of snow in the higher elevations of Sonoma and Mendocino Counties. The storm is expected to last through tomorrow morning and bring up to an inch of rain to the valleys. The foothills could get up to an inch-and-a-half of rain. The snow level might drop as low as 35-hundred-feet, and wind gusts could be as strong as 40-miles-an-hour.
