An RV parking site for homeless people in north Sebastopol will be transformed into apartments. The project, expected to break ground next spring, will add 22 permanent housing units for people with extremely low incomes. The temporary parking site, called the Horizon Shine Village, opened in February of 2022. The property is owned by the charity Saint Vincent de Paul Sonoma County, which leases it to the RV village’s operator.
