Healdsburg Homeowners Sue City Over Affordable Housing Fee

Two homeowners are suing the city of Healdsburg over a $20,000 fee. The Press Democrat reports that Jessica and Chris Pilling last year built a 2,108-square-foot house and 759-square-foot accessory dwelling unit on their quarter-acre property. The city of Healdsburg then fined the Pillings under their “inclusionary housing policy,” which requires developers to either set aside part of their projects for affordable housing or pay fees that vary based on the size of their projects. The Pillings claim that the policy violates federal law and leads to exorbitant costs for homeowners like them.
