The deputy pulled the car over and found that the driver, Manuel Solano-Dominguez, did not have a driver’s license and the passenger, Valentin Cervantes-Landa, was on pre-trial release for weapons violations. A search of the car turned up a freshly cut catalytic converter and several burglary tools common used in catalytic converter thefts including two sawzalls and a floor jack.
