Three Petaluma vendors who sell tobacco are in trouble. Petaluma Police held a decoy operation Wednesday night to check on tobacco vendors. They used teenage decoys who visited 17 vendors and tried to buy tobacco from them. A total of three vendors were caught selling to the underage decoys. The purpose of these operations are to make sure tobacco retailers to check for ID and do not sell to minors.
