The Santa Rosa City Council has approved new ordinance prohibiting homeless individuals from camping in most public spaces in the city. It bans people from setting up tents or storing belongings in city parks or on the sidewalk — among other public areas — if it impedes traffic. Still, the rules aren’t enforceable if there is no available shelter being offered. Even in those cases, there are still some rules that limit the size of camp sites to 10 feet by 10 feet, prohibit dumping of dirty water, unpermitted electrical connections and warming or cooking fires. Though the council unanimously passed the rules, some questioned where homeless people could go now that those areas were off limits.
