The owners of two mobile home parks in Petaluma are suing the city. They claim that the city’s recently approved rent caps are unconstitutional. Petaluma updated its mobile home rent control regulations last August. The owners of Youngstown and Little Woods Mobile Home Villa claim the city is compelling them to operate at a loss. The lawsuit also says Petaluma’s rules are weakening contractual agreements between residents and park operators, because they require displaced residents to be paid if the mobile home parks ever close.
