The fight is on over insurance hikes in California. Delays in the approval process is the source of the tension. Last April, Allstate applied to raise the average price of its home insurance policies by almost 40 percent for its California customers. The Department of Insurance reviews all insurance policy price change requests. The applications can include hundreds of requests, many of them having more than a thousand pages. It can take more than a year to complete the review. Trade groups representing insurance companies want the process to move faster. Insurance Commissioner Ricardo Lara is vowing to speed the whole thing up.
