Sonoma County Homeless Provider DEMA Unable to Account for Some Billing Over Five Selected Months

A homeless service provider for Sonoma County was unable to account for $2.3 million out of $5.5 million in billing across five months. The Press Democrat reports that DEMA Management and Consulting did not have timekeeping records to validate the work of the company’s salaried employees. Pisenti and Brinker accountants selected five months of invoices to test across 2020, 2021, 2022 and 2023. Over those months, DEMA billed 37,000 hours for salaried employees but did not document that the time was actually worked, something required in the county contract. Those hours of the company’s billing are now being reviewed by the county. DEMA’s CEO Michelle Patino contests the findings saying the investigation was designed to not fully examine the billing.
