California is relaunching a popular loan program today for first time home buyers. There was huge demand when it rolled out last spring. In fact, the program used up its entire 300-million dollar budget in less than two weeks. But this time, the state is making changes. Applicants will be chosen by lottery, must have parents who don’t own a home, and income limits will be slightly lower. Officials say this is to ensure the funds are distributed fairly and equitably. Those interested can apply through April 29th.
