Harmony Communities, the new owner, is accused of exploiting vulnerable tenants. Over 150 residents appealed to the Petaluma City Council for enforcement of mobile home park rules. The Press Democrat reports the rent hikes have automatically triggered an arbitration hearing set for August 13th.
