A proposed subdivision in Windsor has passed a key hurdle. The Windsor Planning Commission has approved plans for the 59-acre site on Windsor’s east side which include 301 homes. However, the Windsor Unified School District may upset the plans by filing to acquire some of the land to build a school within the area. This can be done through eminent domain powers where the district can force a sale of the land for fair market value. A 12-acre school site had been included in town development plans when the town council annexed the Quail Acres parcels in 2019.
