A woman who killed another driver while chasing her boyfriend through Santa Rosa is staying behind bars. Heather Anne Howell will continue to serve her prison sentence of 15 years to life after being denied parole again. This is the second time Howell’s bid for parole has been turned down since 2022. Howell, now 41, killed a 56-year-old man in the collision in July of 2012. She won’t be eligible for parole again for another three years but can petition for an earlier review.
