Santa Rosa City Schools is costing itself millions of extra dollars by putting students in special education who don’t need to be there.
That’s according to experienced special education analyst William Gillaspie, who is the executive officer of Educational Strategic Planning LLC. Gillaspie, who spent months working on the study, also found a lack of standardized policies and insufficient oversight from special education leaders.
His report is based on data he collected and interviews he conducted with dozens of staff members, which included teachers, specialists, therapists and district administrators.
