Petaluma City Council Approves Controversial Downtown Zoning Overlay

After hours of heated debate, the Petaluma City Council has approved a controversial downtown zoning overlay. The 5-1 vote allows for taller and denser developments in three key downtown areas, with buildings up to 75 feet high.

The decision follows years of discussion, particularly surrounding a proposed six-story luxury hotel. Opponents voiced concerns about the impact on Petaluma’s historic charm and questioned the need for increased density. Supporters argued the overlay will boost revenue, create housing, and revitalize blighted areas.

Councilmember Alex DeCarli recused himself due to potential conflicts of interest. The overlay includes a sunset clause to align with future general plan updates.

The decision does not guarantee the hotel’s construction, but it does pave the way for potential changes to the downtown skyline. The council also added a job-housing analysis requirement for the hotel.
