Napa County is refuting a civil grand jury report criticizing its winery use permit process.
The county disagrees with most of the findings and is refusing to follow several of the key recommendations listed in the report. A 15-page response was presented at the county Board of Supervisors meeting on Tuesday. In all, the county either rejected or partially rejected all five of the findings in the report.
The county calls its existing practices and procedures fiscally responsible, appropriately transparent and consistent with state law.
