Santa Rosa is replacing its top official for land use planning and economic development. Clare Hartman served in the position since February of 2022. On Monday she was replaced, in the interim, by Gabe Oswald, who has been a deputy director of planning and economic development for the city since 2015. The city has not explained why it’s moving on from Hartman.
