A Santa Rosa resident who paralyzed another man in a shooting in 2022 has been sentenced to 39 years to life in prison. Jose Figueroa Baltazar was sentenced on Monday. Back in April, a jury convicted him of attempted murder, shooting at an occupied vehicle, assault with a semiautomatic gun, unlawful firearm activity and possessing ammunition. The 31-year-old Baltazar shot the passenger of a vehicle in May of 2022. He then pulled him out of the vehicle and left him lying in the street.
