More California homeowners are bracing for sticker shock. One of the state’s largest insurers is asking to raise rates by an average of 34-percent. Allstate already hiked prices three times over the past five years. The company says it simply costs more to help residents recover from accidents and disasters. The request is larger than the 30-percent increase State Farm is pushing for. If approved, it would affect 350-thousand customers.
