Windsor Proposes First-Ever Local Sales Tax

The Town of Windsor is exploring a first-ever local sales tax—up to one cent—to tackle a widening budget deficit.

Windsor is the only municipality in Sonoma County without its own sales tax. Per the Press Democrat, town leaders unanimously agreed to research the measure, which could generate an estimated $5.5 million annually.

The proposal follows deep budget cuts this year and projected future deficits of up to $5 million without new revenue. Town staff will engage with the community over the next year and a half before the council decides on a November 2026 ballot measure.

If Windsor’s proposed 1% local sales tax is approved, their combined rate would rise from 9.25% to 10.25%, putting it in line with Cotati, Petaluma, and Sonoma.
