Escalating Tensions at Petaluma Senior Housing

A bitter feud is unfolding at the Casa Grande Senior Apartments, where residents and management are trading accusations of physical altercations and retaliatory threats.

The Press Democrat reports a 74-year-old tenant recently filed a police report alleging a maintenance worker bruised him during a parking lot confrontation, an account the nonprofit landlord, PEP Housing, claims is “materially inconsistent” with their records. The incident highlights a year of growing unrest across the organization’s 700 units, with many low-income seniors citing deteriorating maintenance and poor communication.

Tensions have reached a breaking point over parking disputes and recent “comply or quit” notices posted on several tenants’ doors. While PEP Housing CEO Jennifer Litwak maintains the organization is modernizing and meeting all regulatory standards, many residents say they fear retaliation for speaking out about staffing shortages and safety concerns.

As the nonprofit continues to expand its reach across the North Bay, local advocates are calling for more oversight to protect the vulnerable seniors who call these communities home.
