Another wrinkle is being added to the redevelopment of the Sonoma Developmental Center. This week the developers, the Grupe/Rogal partnership, submitted an application to change the parameters of the project approved by the Sonoma County Board of Supervisors. It now calls for 930 housing units at the center in Glen Ellen, up from 620 housing units agreed upon by the board. It also doesn’t increase the number of low-income housing units, which will remain at 121. It’s been speculated that Grupe/Rogal are trying to get “builder’s remedy” status. That would allow them to skirt local zoning ordinances and specific plans when a local jurisdiction doesn’t have a state-approved housing element. Sonoma County just approved a housing element this week which is now headed to the state for approval.
