Today, the Santa Rosa City Council will consider transforming a pair of parking sites in the downtown area. The parking garage on Third Street, just east of Old Courthouse Square, and the former White House department store lot on Third and E Streets are both city-owned. The properties could be turned into housing if the city council advances two potential deals with developers. The council designated the two sites as surplus lands last December. That’s often seen as the first step to selling city-owned property.
