A hit-and-run victim in Penngrove has been identified. Thirty-eight-year-old Ronald Hughes was hit by a vehicle early Sunday morning on northbound Petaluma Hill Road, south of East Railroad Avenue. Officials pronounced him dead at the scene. CHP are still investigating and asking anyone with information on the hit-and-run to contact them. They still haven’t released a vehicle description.
