Civil Rights Lawsuit Filed Against City Of Sebastopol

A federal civil rights lawsuit has been filed against the city of Sebastopol and several police officers after a July 2024 incident where a driver experiencing a diabetic emergency was allegedly subjected to excessive force.

The Press Democrat reports Jeffrey Callaghan was pulled over for swerving. Body camera footage shows Officer Forrest Whitehall tasing Callaghan twice, who was dazed, in front of his 6-year-old daughter.

The lawsuit claims officers continued to detain and arrest Callaghan on felony charges, even after medics confirmed his diabetic condition and alcohol tests were negative.
