Napa County has approved a major fee overhaul designed to fund affordable housing by targeting luxury and resort developments. According to the Press Democrat, in a narrow 3-2 vote, the Board of Supervisors approved the largest fee increase in over a decade.
The new rules, which begin phasing in on January 16th, 2026: Hotel project fees will jump more than tenfold, from $9 to $100 per square foot, and fees on most commercial and large luxury homes will also increase sharply.
The fees will be phased in over three years, but smaller homes and apartments will remain exempt.
Officials say the move signals a shift to balance the county’s booming tourism economy with the need for local worker housing.
