New Developer Proposes 260-Unit Project For Windsor

A long-vacant site in Windsor could finally see a new life as a massive townhome community.

Per the Press Democrat, Irvine-based developer City Ventures is proposing a 260-unit project called “New Mill Creek” on 20 acres west of town. The site, located south of Windsor River Road, has seen several failed projects over the last two decades, including a 360-unit condo plan that stalled in 2021 due to funding issues.

While the previous developer’s permits remain active through June, town officials say they are required to consider this new proposal simultaneously. The project owner, John Barella, reportedly approached City Ventures because the previous high-density plan was no longer financially viable.

If approved, the new townhomes would sit near the SMART tracks, providing a housing boost following the arrival of train service to Windsor this past June.
